The probe only tells you if there is current. You should use a voltage meter and look on the electric baseboad for specifications on maximum voltage.allowed. Make sure the ground wire (usually green or bare wire) is attached before attaching any other wires. You may have also shorted out the built-in electrical wires in the baseboard heater when the breaker tripped.
